Claiming the Sun

This was an article I found and it relates to our discussions on how we will pay for our natural resources.

MADRID — After billions of years the Sun finally has an owner -- a woman from Spain's soggy region of Galicia said Friday she had registered the star at a local notary public as being her property.

Angeles Duran, 49, told the online edition of daily El Mundo she took the step in September after reading about an American man who had registered himself as the owner of the moon and most planets in our Solar System.

There is an international agreement which states that no country may claim ownership of a planet or star, but it says nothing about individuals, she added.

Duran, who lives in the town of Salvaterra do Mino, said she now wants to slap a fee on everyone who uses the sun and give half of the proceeds to the Spanish government and 20 percent to the nation's pension fund.

My opinions:
We have always heard that you were able to claim distant stars as gifts. Upon further investigation, I found that there was a website dedicated to selling stars as gifts. These gifts included birthdays, baby showers, get wells, anniversaries, Hanukkahs presents and more.
So while we are now able to sell and own stars, are we really able to start charging for it? Certainly the government has tried to do that before in the past. In the corporation we have governments making their people pay for water.
So my real question is with this lady's intent to charge people for using the sun. If this was possible how could she go about doing it.

If the governments say no, I want to know their reasoning for it, and then whatever their reasons were, I want to apply the same theory to all the other natural resources that people are trying to own and charge and determine why the same rules can't apply.

Luckily the man who owns the moon hasn't started charging us yet. So everyone go buy some STARS!
